not able to ploace furniture anymore

I have a shared house with my friend the we split 50/50. I am not the primary owner, he is. Im not sure if it is directly related but I noticed that when the storage got changed with the eye box from 2k to 250 that I am now not able to place furniture. I was able to do it before becuase when we bought the house I put things down. I dont have the option anymore when I go into F1 and housing, it only give me the option to toggle locks and enter/exit, the third space is blank. I opened a ticket and they directed me here.

I have tried a couple things like I had him take my keys away, then give them back, and I had him take the keys and I logged out then came back and then had him give the keys back. neither of those worked. I will add a picture of what my housing menu looks like now and if you need to know anything else I will gladly help any way I can
