No Keys For Purchased Vehicle Until Restart

When buying police vehicles we are not receiving keys when pulling it out of the garage until the next restart. Narrowed it down to this after having other people trying it. It only seems to pertain to the registered owner though. I put a vehicle after buying it in the shared garage and had someone else pull it out and they got keys for it, but not me. Happened to both of my vehicles I bought so far (PD Caracara and PD Alamo)
