New Tow Strap Item

Description:

Add an item that attaches from one vehicle to another to pull it.

Similar to how the one seen in the Crime update ATM job.

Reason:

Some situations arise to where this type of item is needed.

If a car can't be flipped, instead of ramming it like the rule break, just hook up the strap and pull it over.

And some cars are just not able to be retreived by a flatbed, where as others can get into position and pull it out.
