New LEO Vests

Suggestion: Add new vests to spice up the uniforms of the LEO community.

Reason: they look great and would create more variety for PD peeps

Added Context: They have quiet a few variations that im sure the HC of the 3 big departments could whittle down to a small collection. Itd give a bit more flair to the uniforms that are already in the server. The pack is also pretty cheap and would be a nice addition for the PD side of the community.
