New legal firearm: Varmint Rifle/9mm Carbine

Description:
Add a new firearm that can only be acquired through legal purchase.
A 9mm rifle.
This is basically an M16 that has been converted to fire Pistol ammo.
The idea is for it to be mostly identical in stats of the SNS/Berretta/1911 (dealers choice) but a class 2.
SMG or Pistol ammo.
Semi Auto.
But SLIGHTLY faster rate of fire and magazine size. (or not)

Essentially, it's just a cool firearm that legal civs can purchase for general use, security, and hunting. (Yes, people do use firearms like this for hunting small game)

Reason:
Civs just don't have access to anything cool when it comes to firearms.
We have several expensive melee weapons available, but not everyone wants a sword.
Having access to what is essentially a big pistol with a decent price tag like 10-15k, it would be a money sink and also provide another weapon for hunting small game.
