Can we put another NPC in lower pillbox for medical treatment, for officers and 95s etc?

Reasoning: With EMS now having paramedics only transport, PD and 95s are to use lower pillbox for security and RP reasons. It's a pain to go upper and maintain security when we have several 95's or officers down. Would be much easier and make more sense QoL wise if we had an NPC in lower for treatment.

This also helps with having to go throuigh several doors and an elevator and risk our 95s losing all textures then getting in this weird IC "I can't see" dialogue.
