Multiple Repair/Spawn Spots for PD

I was watching a PD stream recently and the officer wanted to switch from a car to moto. Instead of going to VPD to park the charger and pull out the Bike, they were able to spawn a bike out of the old hunting spot (just above vinewood) and the bike was damaged when it was pulled out. Instead of having to go to a repair shop to get the bike repaired or swap to a different bike, he repaired it via F1 wheel and it was repaired within seconds and they went into the chase.

PD should only be able to spawn vehicles from VPD or Sandy/North.

It makes literally no sense for the whole of PD to move from MRPD but they can still spawn vehicles from spots like this and get vehicles repaired here.
