Modern Jester Upgrade bug?

Description: Today I noticed the Modern Jester was much slower both in acceleration and top end speed. It was never like this before and already had trouble competing with other cars. I dont believe it was nerfed but think this has to be a bug and may possibly effecting other cars as well.

Steps: Buy Modern Jester, upgrade it and drive
