MDT Notifications Changes

Allow PD/EMS/DOJ etc to resize, move, mute, lower notification sounds of notifications coming from the MDT. Occasionally it can overlap other UI elements, occasionally it would be nice to switch them off for 5 mins whilst taking evidence photos etc. Currently the only way of disabling them is by going off duty.
