MDT displayed incorrect number of EMS on duty

Description: If there 3 EMS in city, but only 1 is on duty and the other 2 are off duty (10-7) but appearing on the MDT - the MDT will says there's 3 ems on duty.

Reproduction:

• Have more than one ems appear on the mdt

• make one 10-7 and the other 10-8

• most likely than not - on the top bar where it shows total number of EMS on duty - it will say 2

Expected: says 1 ems on duty

Actual: Says 2 ems on duty

This is an issue as it can get confusing to track who is on duty and who isn't. This also portrays inaccurate information to DOC/PD who sometimes need those numbers to best decide how many units they need on a scene.
