For the ones who know, a system like "FaceIt Justice"
The idea would be that staff team can pick people (like 20-40 of them) that they trust enough to have a genium good opinion on tickets, that wouldn't like be moderators (because a lot of people don't want to have obligations) but just have a role that let them review a case and put an upvote/downvote to show which tickets are / urgent / not urgent / not relevant.
Or even (if it's possible) be able to pick in pre-wrotten answers from past tickets, that have a redondancy, to answer the person with simple questions (Saving the usual copy-paste time worth of moderators when they receive 3 tickets asking "Is the server down ?" when they have a message in statuts saying that it is)
