LSRS "Pay Tax" permanently enabled and keeps charging upon click
Repro: 1. buy ~8 bicycles
2. pay first wave of weekly taxes
3. pay second wave of weekly taxes
Expected: "Pay Tax" becomes disabled and counter goes back to ~7 days.
Actual: "Pay Tax" button stays enabled and keeps charging when clicked.
