Losing Items I Drop (Street Goblins Stealing My Loot)

Description:
When I dropped an item on the ground the paper bag did not appear and the item was gone.

Reproduction:
1. Place an item on the ground.
2. See if it disappears or stays.

Expected Behavior: Item stays on the ground after placing it on the ground.

Actual Behavior: Item disappears after placing it on the ground.
