Localized blackouts

When theres a blackout that its not an entire city wide blackout but localized to a certain area thats random, for example southside, vinewood, harmony, paleto. downtown

I think this would make RP more realistic as well if your the electrical work you have a lot more locations to go fix

    This is not possible with how blackouts work within the game of GTA. The native is like a light switch. It's either on or off
