Linkup App and Queuing for Jobs

Restore the functionality of the Linkup app to permit individuals to join the job queue only if they meet the required group size for that particular job.

There seems to be an issue where during peak demand, such as the main storm event, the queue accumulates nearly 32 people. However, some individuals who initially secured their place in the queue retain it, while others leave the queue and join their friends at the front, even though they should have formed a group from the outset.
