Link Up Queue

A little rework to the link up app would benefit everyone from the "sniping" method.

What I suggest is everyone queues before the 30 minutes after restart and once the jobs are ready to pop it shuffles the queue around and it gives it to a random group that is queued. This will make it come down to a game of chance instead of first to snipe once able to queue.
