Just Bought a Taxi, Local Pick-up Not working

Hello, I recently started my own taxi business in city. With the intent of helping both Locals and other members of the city. The "taximeter" works fine when using taxi actions. But the "pick up locals" function doesn't appear to me working at all 😦 which is a bummer cuz this was one of the main reasons I wanted to buy the taxi. Keep in mind I am clocked in for taxi duty, so I think it should be working
