I like the idea so here are some things that I think could make it a stronger suggestion:
Capping the "raises" to prevent jobs making too much
Basing pay increases off of tasks completed versus time clocked in or amount of times clocked in (prevent abuse) -- 30 trash runs, x amount of locals picked up and dropped off doing taxi
