Job Center App Not Functioning Properly

The Job Center app is not updating with changes made by other managers and myself. Even with full access I am unable to change anything. Any change I make when I close the app reverts back to what it was. This doesn't happen for all the managers. The pay ticks have been increased by 50 but in my job center app it doesn't show the increase and the paycheck I receive also does not have the additional 50 like it should.

1. Update anything in the job center app (pay. rank title, permissions)
2. Close the job center app
3. reopen the app
4. all changes made prior have been reverted

Expected behavior: The app is to hold and show any changes made by someone with the correct permission to make changes and for the paychecks received by the state to match what they are set to in the app.

Actual behavior: The app reverts any changes made by my phone and even though the pay rate is 1 amount it shows something different on my phone and that's the amount I get paid.
