Inmates spawn at Alta

Description:
Recently some inmates have woken up at Alta if a big update has been pushed instead of being inside of the prison. They then wander around and commit crimes etc. They do not get teleported back to the prison however they are still serving time.

Reproduction steps:
1. Have a inmate serving current time
2. New update is pushed
3. Sometimes wake up at Alta

Expected behaviour: To wake up inside of the prison

Actual behaviour: Occassionally (normally after an update) inmates will wake up at Alta and not be teleported back to the prison.
