Inmates spawn at Alta

Description:
Recently some inmates have woken up at Alta if a big update has been pushed instead of being inside of the prison. They then wander around and commit crimes etc. They do not get teleported back to the prison however they are still serving time.

Reproduction steps:
1. Have a inmate serving current time
2. New update is pushed
3. Sometimes wake up at Alta

Expected behaviour: To wake up inside of the prison

Actual behaviour: Occassionally (normally after an update) inmates will wake up at Alta and not be teleported back to the prison.

    This was a one time thing because we cleared out the KVP that stored the last location data. Should not happen again :)

    I feel like bugs and issues like this are down to the person who is experiencing the bug. Being brought to Alta after some hitch or update when they know that they are meant to be in prison is on them to local dial in to police to correct or even to make a small RP situation out of where they are ultimately put back into custody shortly after.
