Increase time for tier4 hacks/time between hacks

Increase the time between hacks for tier 4

Tier 3 is doable, but not ideal, but Tier 4 is a nightmare at the moment to do alone. i ended up failing a hack (that only gave me a minute and finished showing the last hack with 4 seconds left) on my SIXTH HACK. i only got a little over half of the house looted by that point, so assuming id have at least 3 more hacks to get all of it. The hack itself is already challenging enough to do one time, upwards of 8 times is asking a lot, not to mention the extra time added to the robbery. Ideally the hack would be a one time thing, but since that doesn't seem to be the direction that the devs want to go, increasing it to 5-7 minutes seems like a reasonable compromise. also to add some sort of safeguard to make sure you actually get a shot to do all 4 hacks would be ideal.
