Increase maximum drugs sold in trade

I think meth, weed and probably a few other drugs I haven’t tried to sell are almost perfect, but could use a bump to max of 7 or 8 (could be a 10% chance of that max etc)

I will say that shrooms obviously sell for quite a bit less than some higher tier drugs, so I would think locals should be trying to buy them in some larger quantities to make them worth their while (this hopefully makes sense for balancing purposes).

Just my opinion and would like to hear what others think
