Incentive to grow the north

As the north (Paleto, Sandy and Grapeseed) are generally empty majority of the time it would be great to get a community up there either through the means of having a community that calls it home or via people coming from the city for businesses that don’t reside in the south.

It is great so see the bike shop move to Paleto and certainly gives an incentives for people to go North.

As a means to continue this it would be great if there was an incentive to potentially fast track business applications if they decided to move to a northern town. I fully understand the need to scrutinise business ideas, the commitment of people applying and the generally uniqueness of a business however if they can be seen as sensible/reliable individuals it would be great to have some dedication to getting these business up and running in the north.

Certainly the idea of also one or two more restaurants (different varieties), pub/bar, weed shop should help people who buy houses there also. This may be covered in the civ update however.

I am currently going through proposing my business and while going through it, I am a potential business who could be open to moving to the north if there was further businesses in the same scenario.

Having more going on up north this could then open up situations where emergency services can be based out of the offices also up north.
