Inability to Lock Car when Incapacitated

Make it to where individuals cannot lock their cars after they have been downed or incapacitated. In situations ranging from gang beef/war to just some sort of disagreement that escalates, then individual should be ready to accept whatever consequences comes with their actions, including being robbed after being downed.

My suggestion comes because I've experienced people and heard of people purposefully locking and relocking their car so that their car cannot be robbed and/or so that they cannot be unseated/robbed from a car after a situation. To me, this seems like a blatant form of powergaming.
