Hunting Bait Not Functioning

Description:
The Bait used for Hunting does not lure animals to it.

I have attempted using this both day and night times with various methods.
(single, multiple, scattered, etc)

What is happening:
-Use Bait in the appropriate hunting Areas
-Wait
-No Animal approaches the area

Expected:
-Use Bait in the appropriate hunting areas
-Wait
-An animal is lured/spawned in and approaches the general area
