Heroin & Morphine Not Working

I have crafted both morphine and heroin, Ive used both with nothing happening.
Neither have an animation. morphine gives dialated eyes status and heroin just kills you

1. Craft drugs at location,
2. Use drugs in pocket
3. nothing

Expected: Drugs have some sort of visual or mechanical effect, IE , healing, armour, faster running

Behaviour: Nothing happens, you die.
