Harness Bug

The harnesses are supposed to last up to a week in a car. However, it seems if a fake plate is added to a car that has a harness the harness is no longer applied.

To recreate it simply take a car with a harness installed and put a fake plate on. Now instead of the harness being put on the normal seatbelt is put on.
