Handcuff Bug?

Unable to handcuff other players via F1 Wheel. The option to handcuff isn't available even though handcuffs are in the inventory.

1. Place handcuffs in inventory

2. open up F1 wheel to handcuff > no option

Expected Behaviour: To be able to open F1 wheel and be able to handcuff other players.

Actual Behaviour: Nothing at all happens. We also tried to use the handcuffs but this didn't do anything either. Putting hands up also didn't work.
