Hacking Practice
A way to practice the hacks within the server in a balanced environment.
I feel like, when it comes to hacks in heists, its hard for newcomers to be able to learn the hacks or do them. Its already so hard to get in a job due to queue and materials needed, that when people do get a job, they want an experienced hacker to do the hack. This prevents new people from learning the hack or becoming accustomed to it, because its a waste of time and resource for someone unfamiliar with the hacks to do them.
I think a balanced way to have a practice system, so people aren't just sitting around and over practicing the hack, is to work it on a usb system. Maybe you can make the white usb also into a way to practice the hacks. It could be that you find a way to download a hacking program onto it, and then you have a limit of 5 tries on a hack of your choice before it breaks, or there's a limit to how many you can do a storm to avoid spam practicing.

I will never support the idea of "hacking practice". You practice by doing it. The ability to hack a fleeca, paleto, etc should come with time. Trial and error. Not something you can get after a few hours of grinding on the server.

If someone opened up the arcade, the games could be played with money and the games could be the hacks…could win tickets that could be exchanged for prizes (like candy, other items you get at convenience stores, or save up lots of tickets for phones and such)

Perhaps an option to use a computer-type device that can be purchased in the furniture menu. Have third-eye options to Train that hack with the appropriate item in your pockets.
However, it reduces its condition. So training comes at a cost and isn't free.
Would also be cool to add a training practice for the "hack" and skill checks for tools like the drill to the work bench available in the home furniture.
And like the hack training, it lowers the condition of the tool you used to practice.
This gives value to the items instead of discarding them because they are basically useless in low condition.
But I would highly suggest these training stations be EXPENSIVE on the furniture menu.

I like this, but it could make more sense for it to be like a tablet you get from the electronics store and then have a hacking device you get from somewhere else. Similar to how boosting is (or was, I haven't boosted in forever)

"Its already so hard to get in a job due to queue and materials needed" getting into jobs for new people should be a challenge to start with but i can honestly say once you know how to get the stuff needed it isn't hard.
Regarding practising the hacks i don't believe having a way to practise them without trying the job really makes sense, the fun is going to a job and trying the hacks first hand. If you are going into jobs completely blind that is on your group, there are various gangs out there that openly help people trying to learn how to do jobs and will walk you through the job pretty much start to finish
There are even various people around that will openly take someone they know who wants to learn and will gladly risk the items required, it comes down to your connections and who you know with is the fun within RP
