Guy not Giving 'Useful tool'

When you rob houses and you go to sell the tvs, blenders etc down at the guy at the docks. He offers you a useful tool, however when you accept to buy it nothing happens and the timer of being able to accept it times out and you aren’t able to get the tool. I did have $2000 in my pocket at the time too.

Steps:

Rob a House

Sell items at the guy at the Docks

Wait for ‘Would you like a useful tool?’ option

Accept it

What should Happen: 2,000 should be removed from your pockets and he gives you a safe cracking tool.

What really happens: When you accept it, no money is taken out of your pocket and the tool is not given to you, the timer runs out and you are not able to get the option again.

((I put High priority as it is extremely hard to get these tools other than this guy and it restricts RP in robbing stores and other tasks you can do))
