Guard for Fleeca Not Spawning specifically at the UD Tunnel

Description:

Accepting a Job in the Linkup app in this case a Fleeca.
Once job is accepted, a Red circle on the GPS shows up where you are to get the keys. Upon arriving to the location, the Guard is no where to be found.

Step 1: Accept Job in Fleeca

Step 2: Go to the Red Circle Location on the GPS

Step 3: Locate the Guard that is supposed to spawn

Step 4: Mug the Security Guard to grab Keys

Expected result: Guard Spawns and able to Mug for keys

Actual result: Guard Not Spawning at all Causing the Fleeca to not be hit.
