Give the option for separate vehicle lock/unlock keybinds

Allowing for vehicle unlock/lock to be on different keybinds would be a small, yet super helpful, QOL improvement.

Being able to press a single button and immediately know that your car is locked would be really helpful. This would be especially helpful for a PD car when officers are doubled up.
