Getting No Plastic From Water Bottles or Chips

Description: I have gotten no plastic from any water bottles or chips. After 50 water bottles, I haven't receive a single piece of plastic. This severely limits lifers in the prison who need plastic to make... things.

Reproduction:

1. Drink several bottles of water.

2. Receive no plastic

Expected result:

Receive a couple pieces of plastic every few bottles, maybe about 10 after drinking 20 or so.

Actual result:

Drink 50 bottles of water and receive no plastic.
