Gang Wars (flying people in to "shoot")

This is just a suggestion in relation to a possible addition to gang wars and the rules, which are created to monitor these wars and to make sure things don't get too crazy for both sides involved.

As we all know, from hearing about it or seeing it first hands, there are gangs, who have members on their rooster, which lets say don't really play on the server as much as the rest of the gangs.

This is due to whatever reason that they may have. However, when it comes to a war, these individuals suddenly wake up and decided to be active ONLY during these wars and then fall back to be silent/inactive until the next war appears.

Now this is where we all hear the memes about x gang is flying in their shooters from x location/country etc.

So to keep things more fluid and respectful towards the RP immersion on the server, wouldn't it be valid to make it where only gang members who are active during the build up of the war can participate?

I'm sure there have been times people have been killed in a fight and say out loud on radio/on a clip etc "who the hell is that guy, I've never seen/heard him before?" "Oh yeah, they flew him in for that war cos he's a shooter!" for example.

I understand the new rules for the recording and such when wars take place, so in the terms of RolePlay First, do you think having such a restriction would be warranted?

It's just something that popped into my head and I thought I'd share it to get your feedback/input or if anyone else may have a similar feeling towards this subject.
