Re-add the frozen alamo sea to Blaine County

Reason
A long time ago in a galaxy pretty much the same as we're in now, when the server was calling something else... the Alamo Sea was frozen for winter. And, while it was - technically - awful to drive on, it was also so much fun to drive on. To hit the ice, and have no turning power, but, being able to just skate across the whole thing... beautiful. Plus, just as the snow adds for a seasonal element to RP, so did the ice. Crims, civs, anyone, could potentially use this for some different scenarios/chases/activities.

We get 11 months of the same ol scenery, minus the small events for other holidays. Allow those of us that like the snow one month of the white stuff.
