Fleeca Keys: MISSING!

When you show up to the ‘red circle’ on your GPS to receive keys for a Fleeca, sometimes there is 0 guard. Or, he’s dead and you can’t search / rob him for the keys. ONLY Reason why I’m bug reporting this, is because we all spend so much time in queues waiting and would hate to see this happen to another 5.
