FISH-24 20+ times in one day

Issue Description: FISH-24 When you trigger a fish mini-game right after catching a fish. When you toss your rod, sometimes you can get minigames rather quickly than every 10-15 seconds. Steps to reproduce the issue:

1. Use your rod until the fishing minigame becomes super common. This is really random.

2. Just keep fishing until you eventually trigger a fishing minigame as soon as you catch a fish.

What's the expected result? Supposed to catch a fish. What's the actual result? You lose your bait and don't get your fish.

Copy/pasted this from an earlier issue as this is exactly what is happening to me. I have gotten probably 20+ of these today alone both pre and post storm. I am losing a lot of bait this way and missing out on fish. This is very rampant with me. Please fix.
