Enhanced/ Class 2 Weapons License and new Heavy/Vintage Hybrid

Description:
Add a new and more expensive weapon license class for some class 2 pistols.
Specifically a new Heavy/Vintage Pistol hybrid with a mag capicty of like 8-12 exclusive at Chi Chi's (like the swords), FNX .45, and/or ceramic, combat, vintage.

The process example
-The Class 2 license will be double the price of the current weapon license.
-10 day waiting period.
-Limit of ONE Class 2 purchase per 7 days.
-Must go to PD and get a "Token" or "Permit" approving the purchase of a Class 2 Firearm.
-Present the "token" / "Permit" to the weapons vendor.
-Weapons vendor confirms the buyer has the class 1, class 2 weapons licenses, and the permit to purchase.

Reason:
The new melee weapons are cool and all (cute), but everyone else who likes fire arms is getting left behind.

Legal civs are limited in what we have available to us to defend ourselves.
And with Class 2s being heavily present and the coming of autos, it would be nice to have something that has a little more punch.
By making the process more restricting, time consuming, and expensive, it will be a deterrent to people buying the weapons to sell on the streets.

Provides a money sink for us civs that don't have interest in buying a bunch of cars, houses, etc., and expands our available defenses.

Side Notes:
I'm sure several people will bring up arguments like "That should be for crims" or similar.
Things shouldn't be so exclusive.
For instance, Civs have to pay 10k per Pilot's license to have access to renting an aircraft for $ and stay clean.
All crims have to do is steal one for free.

For the low price of occasional engine stalling.
This is essentially just the gun version of that.

I don't expect nor intend for access to Autos or the Hardest-hitting weapons. Just some of the more fitting ones that make sense.
