EMS unable to revive Patients

When attempting to revive downed patients, the emote triggers however does not revive the downed player. Tried using 3rd eye "Revive (On Duty)", and through duty belt on multiple patients.

Tried replacing med supplies, taking a nap, it does not appear to be working.... As of right now, all downed players are seeing nancy
