I would disagree with this as one of the people involved in setting up and maintaining the 24/7 contracts EMS have with stores.
We saw it as a good RP avenue for a multitude of reasons that benefits stores and the wider community. It fosters relationship building and regular face to face interaction. OOC-ly it's great because it can bring both positive and conflict RP.
I can empathise that EMS availability can be a blocker, some days we have so many on duty and some days it's slower. There's lots of ways many other 24/7 store owners have brought this issue to us IC and we have been able to role play it out with some good scenes which resulted in them receiving regular supplies.
The vending machine idea brings no RP and allows store owners to circumvent interactions with EMS. When EMS are not around, there's ways to contact them or see if any could clock in to help you. As we are in a RP first server, there are RP ways to resolve this.
