Electrician/Technician Job Site Bug

Description: When human players fix the power, local electricians later “fix it” again, which causes electricians/technicians’ next job to not queue.

Reproduction:
1. Be electrician
2. Power outage
3. Fix outage
4. Get new job
5. On way to new job, locals “““Fix””” outage (it was already fixed)
6. You lose your new job

Additionally, if technicians don’t fix it and locals do, (say you’re in the middle of fixing it, but locals beat you to it) then you don’t get a next job.

Expected behavior: Get new job

Actual behavior: Have to stop party, requeue party, retalk to the truck man
