Dynasty 8 - Tax putting people in negatives

Hi there, currently when you bill someone for the property it will put individuals in the negatives due to tax. They're of course required to have the amount for the full sticker price purchase, but any additional property tax isn't required by the system to be in their account.

Aka, if they have 100k in their account for a 100k home, they'd be negative like 5.2k due to asset tax on the purchase.
