Dynasty 8 - Smart locks not refunding. (Posting to be better organized)

Making this so its cleaner and easier for flawws or a dev to deal with when he has time. In preparation for remodels /smartlock was intended to refund to the Dynasty 8 bank account when done 2c on a property.

For example
/smartlock (property ID)
1st time Add's smart locks to the property.
2nd time removes smart locks and refund the money to the Dynasty bank account.

Reason
When we go remodel a warehouse or house (in the future) this will allow the client to not pay for smart locks and garage slots 2c.

Current result
Charges us again

Expected result
Refunds money in D8 account
