Dumpster Diving stuff

So in the Game, you can find lots of stuff when Dumpster Diving, But there is some stuff which you find which you cannot dispose of.

If you go up to some dumpsters and press Tab to open up the inventory on it, you can sometimes find Mask's Hat's Empty pistol ammo box's & empty Taser Box's

Would there be a way to add a recycle center for these, Say 5 Hats broken down give a different material?
