Drug Run vehicle not spawning

Description: We started a drug run and got the drugs into the plane and were looking for the car and when we arrived it was not there.

Expected behavior: The vehicle should spawn and allow the drug packages to be put in the trunk to continue the drug run.

Actual behavior: There was no vehicle and the drug run failed
