Drug Run Locals invisible or invincible

Tried 2 drug runs so far, 1st resulted in 2 locals that were invincible and wiped all 5 of us.
2nd one the locals were only visible to the person packing the drugs and sometimes 1 other person. Also to add, after unpacking the drugs from the plane we were unable to pack them into the drug car.

Reproduction steps for invincible locals
1. Begin Drug Run and head to the drug field.
2. Most of the locals will spawn in and die normally, some take 0 damage and only fall over occasionally.

Reproduction steps for unpacking issues
1. Go to landing strip.
2. I pack the drugs into the plane.
3. Friend flies plane to mainland and I bring the drug car to him.
4. I unpack from the plane and then don't have the option to pack it into the drug car.

Reproduction steps for invisible locals
1. Go to landing strip.
2. Pack the drugs into the plane.
3. Locals will spawn but only the person loading the plane can see them and rarely 1 other person.
