Don't allow DOC to blacklist prisoners
Blacklisting people from the prison makes no sense and if an inmate shouldn’t be allowed in Bolingbroke, then an alternative solution needs to be found instead of forcing arresting officers to watch them at VPD. This includes maximum security, solitary, or protective custody.
Background:
On rare occasions, people who frequently cause issues in the prison are moved up a security level for the duration of their stay. On rarer occasions, this person causes such issues for DOC that they’re “blacklisted” from the prison, which forces that person’s arresting officer to watch over them for the duration of their sentence at VPD. This could be anywhere from 15 to 100+ minutes.
Forcing a cop to watch over a suspect in the cells for the duration of their sentence is unacceptable and, in my opinion, RP denial. If a PD player wanted to watch over inmates, they would join DOC. We play PD characters so we can go out and participate in all aspects of PD RP, and while this does include sitting in the cells and writing reports, this doesn’t mean that we want to sit there for our suspect’s entire sentence.
One character’s actions should not dictate the entirety of PD - it encourages people to avoid arresting this person. Why would we arrest them if we know we’re going to have to sit in the cells for 50+ months?
This is also not fair to the blacklisted character, who is now forced to sit in a tiny cell for a long time. This leads to RP denial for this person, as well.
Bottom line, there needs to be some alternative that DOC comes up with. One person being babysat at VPD is a crappy situation for every single person involved and no one deserves to be punished like this for one character’s RP.

Just to shed some light on the matter…. In regards to the recent event in which an inmate was “blacklisted” from the prison - DOC was neither responsible for nor even involved in the decision. DOC was unaware until this feedback submission was brought to our attention, and it has since been rectified.
If I recall correctly, there was only ever one inmate placed on official, temporary “blacklist” by DOC - about a year and a half ago. Aside from that, there was one gang that it was enforced on and the policy was subsequently repealed, almost immediately, as a resolution was reached; what’s interesting is that your character, who was DOC at the time, was involved in implementing that decision.
The actions of the police, DOC, and the extensive reports of jailbreaks and post-incarceration violence clearly indicate that our responses are based on behavior, not personal preferences. If a player chooses to roleplay a character who incessantly breaks the law, even while incarcerated, they need to be prepared to accept the consequences for their actions. Many refuse to do so and fail to pace their roleplay, which, as you previously mentioned, results in an increased security level at Bolingbroke. When inmates continue on this trajectory, their SL will continue to increase. When security levels fail to rectify a continuous pattern of crime at BB, we need to seek other methods, such as pure isolation, and in the most extreme case, temporary removal from BB grounds to serve their sentences elsewhere OR extradition from the city (in consultation with SAO/staff).
Regardless, this type of roleplay - a vicious cycle of non-compliance, verbal abuse, crime, and violence - is one-note and can be draining for parties involved, as two of the respondents here have sympathized heavily with during their time roleplaying as DOC. Despite this, we persevere and manage the inmate population as best we can within the confines of Bolingbroke via internal disciplinary, such as security levels and short-term solitary (e.g. for the duration of the sentence associated with a crime they commit, such as battery).
Never the less, when a policy is implemented for someone to serve their time outside of the prison, it’s not done so lightly and we send a CO to the cells at VPD when possible. Frankly, it’s avoided at all costs. :)

I don’t think PD should be punished for the prisoner’s actions, If anything like you stated there should be some sort of alternative for this. I believe if it’s that bad of a Prisoner where they are just punching everyone etc, Just put them in their cell and retrieve them when they are going to behave or when their time is up. Blacklisting someone from the prison shouldn’t be a thing since it’s what they signed up for. they signed up to look after Prisoners, Bolingbroke isn’t a holiday for criminals who behave, It’s a Prison for Prisoners no matter how they act because they’ve broken the law and can't behave. Idk it just seems like they are refusing to do the job they’ve applied for.
Just seems extremely unrealistic and LQRP to blacklist someone from prison? If someone commits a crime in real life will the officer and they Guards don’t like him do you think they’ll just say nah, I’m good I’m not gonna allow him into the prison, No they can’t just refuse to take someone who’s just committed a crime.
It just doesn’t affect the cop’s perspective it affects everyone even people who aren’t involved with the situation in general, It pauses more roleplay because 1 person can’t behave because that’s how they’ve chosen to roleplay (Which is fine by the way). Cops wanna get back out there and roleplay with others not sit there in a cell and be punished for their crimes, They may as well have done the crime themselves.

I am pretty sure that since DOC blacklisted the person, that a CO should go down and watch them. It should not be up to the AO or anyone in PD to watch over a suspect that DOC blacklisted from the prison.
If there isn’t DOC on duty, they should be sent to the prison and have the local guards watch over them. If shit happens at the prison while they are there.. oh well shrug
That was how it was in January or February when 2 people were blacklisted from the prison.

Being DOC, I would be fine with transporting the individual straight to solitary with never even going through the yard where the issue would normally be. IC I am glad the most recent person is blacklisted currently, but OOC I can see how it is annoying for all parties involved. Criminals won't want to wait out their sentence with their AO. And the AO would probably love to get back to taking calls.
