Don't allow DOC to blacklist prisoners

Blacklisting people from the prison makes no sense and if an inmate shouldn’t be allowed in Bolingbroke, then an alternative solution needs to be found instead of forcing arresting officers to watch them at VPD. This includes maximum security, solitary, or protective custody.

Background:

On rare occasions, people who frequently cause issues in the prison are moved up a security level for the duration of their stay. On rarer occasions, this person causes such issues for DOC that they’re “blacklisted” from the prison, which forces that person’s arresting officer to watch over them for the duration of their sentence at VPD. This could be anywhere from 15 to 100+ minutes.

Forcing a cop to watch over a suspect in the cells for the duration of their sentence is unacceptable and, in my opinion, RP denial. If a PD player wanted to watch over inmates, they would join DOC. We play PD characters so we can go out and participate in all aspects of PD RP, and while this does include sitting in the cells and writing reports, this doesn’t mean that we want to sit there for our suspect’s entire sentence.

One character’s actions should not dictate the entirety of PD - it encourages people to avoid arresting this person. Why would we arrest them if we know we’re going to have to sit in the cells for 50+ months?

This is also not fair to the blacklisted character, who is now forced to sit in a tiny cell for a long time. This leads to RP denial for this person, as well.

Bottom line, there needs to be some alternative that DOC comes up with. One person being babysat at VPD is a crappy situation for every single person involved and no one deserves to be punished like this for one character’s RP.
