DOJ parking at VPD

Suggestion Description:

Have a parking spot for DOJ at -3 at VPD where cars can be parked.

Reason:

People for whatever reason can't control themselves and will run into the parking lot just to steal shit from the cars if no one is outside. It's essentially pocket wiping and there is 0 RP involved because the person stealing doesn't leave any breadcrumbs for lawyers to get their stuff back. Even with locked cars, people are very practiced in lockpicking and as long as there's no one outside, they can be in and out before anyone realizes it. Lawyers are also often in the cells for long periods of time for multiple cell calls, and the last thing they want to see after all of that is their items being stolen from their car.
