Please keep in mind that this is a projection of an idea on not a change currently.
1a, 1b, 1c, 1d, 1e, 1f - All Low tier crime Once you are able to do [1d] you will unlock [2a] heist or mini job. Picking up a mini hack event. Much like how the ATM's work. Same items used but instead of pulling an ATM it could be pulling a box around. But if you leave the military base PD would get called. If you don't leave the military base the MP (military Police NPC) will chase you around until for a few minutes. When completed you have a chance of looting a 2 time use item item to unlock [2b]. [2b] is basically a mini raid the yacht and kill a high valued target. Boss has a chance to drop a keycard that will unlock level 1 of the Cayo Heist. This could be the expansion of cryto as well.
[2b] Although there isn't a picture included, but could be where [Drug Traffic] is reimplimented.

4 - Vangelico Rework
5 - Fleeca
6 - Paleto has a chance to drop other cards for 7a, 8, and 9a. Or a hidden flag that unlocks the criteria needed for 9a.
7a. G6 would lead into the 7b. Once the oil rig is completed you would unlock level 2 of the Cayo heist.
8. Pac Standard. Has a chance to loot a code that unlocks level 3 of Cayo
9a. UD (concept) would unlock 9b Casino (concept). [9b] Final vault has a chance to unlock level 4 in the cayo heist. Casino has 6 vaults but requires 6 different codes that change weekly. But having to do 4, 5, 6, 7a, 8, 9a to find all the codes. Changing the level
10. Cayo Heist (concept) Has 4 levels to the heist that requires 4 codes that are only accessible from 2b, 7b, 8, 9b or hidden flags that will be marked. Only 9b can be accessed after all other 5 prior vaults have been hit. So the 6th vault has a chance to drop a code that unlocks [10] which would be the final code needed to unlock level 4 of cayo.
Side note: Codes for higher tier heist cycle once a week.

Crime Change Concept V2

Please keep in mind that this is a concept and not a sure change to the way things are. The progression of what job leads to what is a proposal.
New Card Concept: Fragments or Broken Pieces of cards that when combined make the full Jailbreak SSD cards that will work to unlock the other jobs. Most low tier crime wouldn't see these types of cards as they would exist at that specific level. Medium tier crime would seeing these fragmented cards as a 1 of 2 style cards. Higher Tier crimes would see fragmented cards around 1/3 or 1/4 need to combine. These higher tier cards would only have a week to be combined before they completely rust.
Low Tier crime progression is a mostly stand alone items to do. Chop, ATM, Mugging, 24/7, Containers. The vision is something that comes from containers is need to start the yacht heist (concept). It would be easy to impliment down the road.
Containers would lead into a future concept of needing to do the Yacht (concept). The reason Yacht heist would be a cool concept. It could be the place where you recieve the laser cutter for the final safe in Vangelico rather than needing to purchasing from a store for 10k.
Mugging Locals goes into item to progress Boosting and House Robberies with Jailbreak SSD cards.
House robberies nearing a mid tier would begin to shift the focus into doing the Art Gallery heist. Art Gallery would open the door have a chance to unlock the Vangelico SSD card and have a chance to get a fragment of the Fleeca SSD.
Vangelico, upon being a fully completed would hint at a box in the right room or random item from the last case after the drill lasers is completed. This box would only be able to be opened once the job is completed. Containing a Fleeca SSD card. This route would push people into doing Vangelico in order to progress towards higher crime. Vangelico would also have a chance a dropping Cayo fragment [2/4]
Fleeca once completed would have a chance to give a Paleto SSD card or a fragmented BT card [1/3]
Once Paleto is completed. You will recieve a fragmented SSD card that is required to start PAC [1/2] or a BT fragmented SSD [2/3].
The vault heist would be the other half of the PAC SSD [2/2].
In PAC goes down the side with the [Cage Door] would only have the chance to give a G6 SSD Card. The other side with the vault would be the only want to get a fragmented SSD card for Oilrig [1/3]
G6 would be the only way to get the Drug Run SSD and have a chance to drop a fragmented SSD cards for Oilrig [2/3]. The Drug run card would then unlock with a requirement of 10,000 EVC.
Once completing a drug run you will have a chance of recieve a BT SSD [3/3] or the Cayo heist (concept) fragment [1/4]
Bank Trucks being closer to higher end tier crime would have a chance to drop Oilrig fragment [3/3] and Cayo [3/4]
Oilrig once completed would give the final fragmented SSD card for Cayo (concept) [4/4] Oilrig would unlock a full weapon of machine guns and a very small change to unlock the minigun. (mostly a no on that, but food for thought)
Why such a big deal on Cayo, it's the peak of heists cause would bring in a level of international trafficing charges. Would be a cool heist.
