Cops Shooting From Cars
I think police SOPs should change to not allow shooting from vehicles during pursuit. There's zero counterplay and it basically ensures a win for the police in the chase, almost giving southside hood vibes. I've played cop on other servers that required cops to be outside of their vehicles to take out tires, which I think works better. It's not like cops can throw down spike strips while they're actively driving.

Trust me, getting your tires shot out does NOT guarantee a "win for pd"
I don't really think it's an issue. There are only a few reasons they would do it. It's not like every chase the cops shoot the tires.

Just to clarify as said in my post, my issue isn't with tires being shot. I think shooting tires is fine. I just think it'd be better if an officer had to be posted up outside of their car to shoot them.

Cops should only be allowed to shoot from cars if being shot at from cars. Just my opinion

I am assuming that this came from swapping 4+ times. When it's just a swap fest and no real plan to get away, cops shooting tires is the counter.

Unfortunately crims have had an infamous history of doing constant car swaps.
Ranging on average 4 and the most I've seen was 13 swaps in ONE chase.
And using "strats" such as jumping off an overpass on foot to fall down and get in a new car of which PD can't usually counter because if they jump off after you, (of which no one should be doing in the first place NVL standpoint) they don't have a car to pursue you.
PD has changed their SOPs to try and not lead to shooting out tires by moving PITs from 80 up to 100.
IMO, if the suspects have to swap 3-4 times in one chase, perhaps they need to get better at driving and completely avoid amber on tires.

Agree with all the comments here.
Also the only comment needed is
"SOPs are an IC matter"
Also, to provide an element of realism; this is a great Donut Operator video of a Oklahoma Highway Patrol trooper Brian Castanza dispensing justice on a fleeing felon with an AR-15 whilst driving at 70MPH through his windshield.
NOW Imagine if cops could use long guns to take out tires :')

"SOPs are an IC matter" yes they are but also these kinds of things would be weird to mention in character as it's what police would do against criminals for whatever reason. He's mentioning how something needs to be changed from the OOC side as it's affecting their roleplay which there is no way of mentioning that IC. "I think you guys should change your SOP as it's roughing my roleplay experience as a criminal"
We are talking about roleplay and not how it is in real-life because if we were to go off of how they do it IRL then so many things would need to change and roleplay would just suck for others. E.g. After a bank robbery or any sort of robbery, police IRL go hard straight away on the suspect if that's pitting, blocking, T-PAC, the list goes on which like I mentioned this is roleplay so we do things differently so it's fair and for others to enjoy.

I actually agree with this to a certain extent. It is NVL when it’s almost impossible to control your aim.
My character has had to make a report IC about a cop mag dumping to try to hit tires when one tire was already out. Both me and the driver got hit with his bullets. Huge NVL and not cop-like in my opinion. IC both me and the driver shot back because we felt in-danger. We shouldn’t have to do that.
Keep in mind that swaps are easily countered by cops by adding numbers, using heli and bikes, etc. If they ask for no bikes, bring a heli to follow the swap and the opposite. Also, anytime an officer shoots a bullet, they are escalating force beyond what the “assumed” criminals are doing — non-violent car swaps. Of course there are other factors that I’ve seen crims do, such as aim guns at locals right in front of cops to try and car swap, etc. which do call for escalating force.
While this is only one cop doing it and it could’ve been taken care of IC and I don’t know about it, it does call for maybe a rewritten rule. Maybe something to make sure it isn’t used as a tactic for Win-mentality/LQRP.
Instead of an SOP (because I agree SOPs should be developed IC), create a rule about it or add an example under NVL and/or LQRP.
Multiple swaps could be a spicy part of a plan for a group. It really limits RP if things are done on one side to ensure a win.

It's not "spicy" if 7 out 10 chases have a car swap.
There is a reason Bike swaps are a borderline rule break.
And is a rule break if you have a habit of doing it.
Because it was happening ALL the time.
Perhaps there should be a rule on car swaps too?
Swap 3 or more times LQRP rule break.
